Colonel Wheeler Manning assumed the duties as commander of the 403rd Army Field Support Brigade in June 2019. He was commissioned as a Second Lieutenant in the Quartermaster Corps in December 1996.
COL Manning served in various positions including Platoon Leader and Executive Officer with the 62nd Quartermaster Company, Assistant S-2/3 Operations Officer, 553rd Corps Support Battalion, and Assistant G3 Current Operations Officer, 13th Corps Support Command Fort Hood, Texas. He served as Detachment Commander, Headquarters & Headquarters Detachment, l94th Maintenance Battalion, Camp Humphreys and Aide-de-Camp to the Commanding General, 19th Theater Support Command Camp Henry, Korea. He later served as Commander, Headquarters and Alpha Company, 2nd Forward Support Battalion, 2nd Brigade Combat Team, 2nd Infantry Division Camp Hovey, Korea. This assignment culminated with a deployment to Ar Ramadi Iraq in support of Operation Iraqi Freedom. Upon redeployment, Colonel Manning served as Assistant Brigade S4 Supply Officer, 2nd Brigade Combat Team, 2nd Infantry Division Fort Carson, Colorado. His next assigned was Corps Doctrine Author, Combined Arms Doctrine Directorate, U.S. Army Combined Arms Center at Fort Leavenworth, Kansas. Upon graduation from Command & General Staff College. He served as Support Operations Officer, 125th Brigade Support Battalion, 3rd Infantry Brigade Combat Team, 1st Armor Division Fort Bliss, Texas. Following his assignment at Fort Bliss, COL Manning was an Action Officer in the Force Integration Branch, Strategy & Integration Directorate and Executive Officer to the Director for the Strategy & Integration Directorate, G-4/5/7, Office of the Deputy Chief of Staff, Army G-4. This assignment included a deployment to Afghanistan in support of Operation Enduring Freedom. He commanded the Defense Logistics Agency (DLA) Energy Battalion in Korea before serving as Aide-de-Camp to the Commanding General, United States Army Materiel Command (AMC). He later served as Strategic Plans Officer in the AMC Commanding General’s Initiative Group.
His civilian education includes a Bachelor of Business Administration degree in Economics from Lamar University, Master of Business Administration degree from Webster University and a Masters in Strategic Studies from the U.S. Air Force Air War College. His military schooling includes: Quartermaster Officer Basic Course; Combined Logistics Officer Advanced Course; Combined Arms and Services Staff School; Petroleum Officer Course, U.S. Army Command and General Staff Officer Course and the Air War College.
COL Manning's military awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (three oak leaf clusters), Army Commendation Medal (three oak leaf clusters), Army Achievement Medal (two oak leaf clusters), Parachutist Badge and various campaign and service awards.
COL Manning is a native of Kountze, Texas. He is married and they have two children.
