The Armament Retooling & Manufacturing Support (ARMS) Program is designed to encourage commercial use of the Army's active Government-owned, Contractor-operated (GOCO) ammunition plants & depots through various incentives for businesses willing to locate to a government facility.
P3 is defined as a "contractual agreement between an Army-owned and operated installation and one or more private industry or other entities to perform work or utilizes the Army's OIB." The P3 initiative is directed toward improving the output and performance of DoW organic activities through increased participation by the private sector via industrial partnering.
