ROCK ISLAND ARSENAL, Ill. - The concept of All Things People is akin to a three-legged stool. Each effort can be seen as separate, but all are dependent on the other two. Recruitment is meant to bring bright and talented people in, while developing and empowering is meant to foster a “team” atmosphere.
