Deputy to the Commander

Mr. Walter R. Kramer assumed duties as the deputy to the commander, 402nd Army Field Support Battalion-Hawaii in July 2022.

As the DCO, he is the senior Department of the Army Civilian within the organization and assists the commander in integrating, synchronizing, and directing all aspects of the AFSB’s acquisition, logistics and technology support in the 402nd AFSBn-Hawaii areas of operations to enable the combat readiness.

Prior to joining 402nd ASFBn-Hawaii, he served as brigade/battalion DCO to the 403rd Army Field Support Brigade leading a diversified workforce of 2,500 professionals and managing a $97 million-dollar annual budget. He also served as the director, Logistics Readiness Center-Camp Humphreys, South Korea, from August 2016 to October 2018. From 2015 to 2016, he served as the director of Human Resources at Fort Rucker, Alabama. Prior to this assignment, Mr. Kramer served as the director of Logistics at Fort Rucker from March 2005 to August 2015. He also served as the deputy, director of Logistics for Schofield Barracks, Pacific Region, and Installation Management Command from February 2003 to March 2005. Mr. Kramer deployed to Iraq to serve as the deputy, garrison commander in Basra, Iraq from December 2010 to October 2011 in support of Operation New Dawn. He also served as the senior logistics advisor to a brigadier general in Afghanistan from September 2012 to March 2013. From May 1998 to 2002, Mr. Kramer served in South Korea holding several key positions; his positions included chief of Supply and Maintenance for the 19th Theater Support Command; division chief, Supply and Services for the 20th Area Support Group, and chief of Plans and Operations for Materiel Support Command-Korea. Under his direct supervision, 20th ASG received the Army’s Chief of Staff Award for Supply Excellence three consecutive years. Mr. Kramer was also awarded the Professional of the Year Award while assigned in Korea. Again, in 2016, under Mr. Kramer’s direct supervision LRC-Rucker was recognized by the Army chief of staff for winning the Supply Excellence Award. Also in 2022, Army Field Support Battalion-Korea was recognized by the Army chief of staff in being awarded the Army Maintenance Excellence Award.

Prior to Civilian service, Mr. Kramer served 21 years on active duty as a chief warrant officer and a senior noncommissioned officer with assignments in Europe, South Korea, and the U.S. He has held leadership positions with multiple Cavalry, Aviation, Military Intelligence, Engineers, Signal, and Infantry organizations. He received special recognition by the Army chief of staff for winning the Supply Excellence Award on three separate occasions while on active duty.

Mr. Kramer is an honor graduate of the Warrant Officer Basic Course, Supply Management Officer Advance Course, Senior Supply Sergeants Services Course, and Supply Noncommissioned Officers Advance Course. He is a graduate of the Army Management Staff College, Civilian Education System Advance Course and graduated with honors in Personnel Management for Executives and Organization Leadership for Executives. Mr. Kramer is also a graduate of Harvard University and Penn State under the Executive Educational Programs. He is the recipient of the Army Association of Quartermaster’s Distinguished Order of Saint Martin. Mr. Kramer is currently a member of Acquisition Corps Membership Army Acquisition, Logistics and Technology Workforce.

Mr. Kramer has received numerous achievement awards including the two Meritorious Civilian Service Medals, Joint Civilian Service Commendation Medal, Global War on Terrorism, four Superior Civilian Service Medals, eight Commander’s Award for Civilian Service Medals, Legion of Merit, five Meritorious Service Medals, eight Army Commendation Medals, nine Army Achievement Medals, and the Drill Sergeant Badge.

Mr. Kramer is a native of Baltimore, Maryland. He is married and has three children.
