Mr. James “Mac” L. McGinnis serves as the deputy to the commander of the 405th Army Field Support Brigade.
As the DCO, he is the senior Department of the Army Civilian within the organization and assists the brigade commander in integrating, synchronizing and directing all aspects of acquisition, logistics and technology support for four Army Field Support Battalions, eight Logistics Readiness Centers and two Base Operations organizations to enable the combat readiness of all units in the U.S. European Command and U.S. Africa Command area of responsibility.
Prior to joining the 405th AFSB, he served as the deputy to the commander of the 407th Army Field Support Battalion-Carson, Fort Carson, Colorado. Similarly, as the AFSBn-Carson DCO, he was the senior DA Civilian within the organization and assisted the Commander in enabling the combat readiness of all 4th Infantry Division and Fort Carson units.
Mr. McGinnis retired as a colonel from the Army after 30 years, serving as a logistics officer at the strategic, operational, and tactical levels. Some of his active-duty military experiences include: four tours in Germany; commanded a battalion during Operation Iraqi Freedom; commanded a brigade in the 1st Armored Division, U.S. Army Europe; G4 (Logistics), 1st Infantry Division; and 21st Theater Sustainment Command Support Operations officer. In Hawaii, he served as a POW/MIA Team commander at the Central Identification Laboratory Hawaii, now named Joint POW/MIA Accounting Command. He had multiple continental U.S. assignments, to include two tours at U.S. Central Command as the Joint Logistics Plans officer – the lead Logistics planner for operational plan 1003V, the USCENTCOM plan for Operation Iraqi Freedom; and director, Sustainment Capabilities Integration & Development Directorate, Combined Arms Support Command. His deployments include: 82nd Airborne Division during Operations Desert Shield and Storm; 1st Armored Division to Bosnia (Implementation Force and Stabilization Force); Kosovo Operation Allied Force; and Operation Iraqi Freedom. His last military assignment was with USCENTCOM, where he served the Plans chief in the J4 (Logistics). He has also served as the Marine Corps Forces Europe and Africa’s assistant chief of staff for Logistics, deputy G4 headquarters in Stuttgart, Germany.
Mr. McGinnis’s military education includes the Quartermaster Officer Basic and Advanced courses, Combined Arms and Services Staff School, Command and General Staff Course, Army War College, and the Army Senior Leader Seminar Course.
Mr. McGinnis holds a bachelor’s degree in education from Florida A&M University and earned a master’s degree in national strategy studies from the Army War College.
His awards include the Defense Superior Service Medal, three Legion of Merits, Bronze Star Medal, Defense Meritorious Service Medal, two Meritorious Service Medals, and the Joint Service Commendation Medal. He is also a recipient of the Quartermasters’ Distinguished Order of Saint Martin.
Mr. McGinnis is a native of Cleveland, Ohio. He is married and has two children.
