Mr. James "Mac" L. McGinnis serves as the deputy to the commander of the 407th Army Field Support-Battalion, Fort Carson, Colorado. As the deputy commanding officer, he is the senior Department of the Army Civilian within the organization and assists the commander in integrating, synchronizing and directing all aspects of acquisition, logistics and technology support in order to enable the combat readiness of all units in AFSBn-Carson's areas of operations.

Prior to joining the 407th AFSBn-Carson, he served as the Marine Corps Forces Europe and Africa's assistant chief of staff for logistics, deputy G4 headquarters in Stuttgart, Germany. He handled service component command headquarters, was directly responsible for annual budget for prepositioning stocks and facilities improvement program and provided policy, program oversight, compliance, and component level operation plans and logistics operational support to deployed forces across U.S. European Command and U.S. Africa Command. He managed acquisition and cross-serving agreement support for over 21 different countries.

Mr. McGinnis retired as a colonel from the U.S. Army after completing 30 years of service, during which he served as a logistics officer at the strategic, operational, and tactical levels. His active-duty military experiences include four tours to Germany, Hawaii, and multiple other assignments throughout the U.S. He also served two tours at U.S. Central Command as a joint logistics plans officer, director of sustainment capabilities integration and development directorate; combined four tours to Germany; commanded a battalion and commanded a brigade in 1st Armored Division, U.S. Army Europe; G4, 1st Infantry Division and the 21st Theater Sustainment Command Support Operations officer. In Hawaii, he served as a prisoner of war/missing in action team commander at the Central Identification Laboratory Hawaii, now Joint Planning Augmentation Cell, and multiple assignments throughout the U.S. Additionally, he served two tours at USCENTCOM. His deployments include 82nd Airborne Division during Operations Desert Shield and Storm; 1st Armored Division, deploying to Bosnia, Kosovo Operation Allied Force and Operation Iraqi Freedom. His last military assignment was with USCENTCOM, where he served as the Plans chief in the CENTCOM J4 Logistics Directorate.

Mr. McGinnis's military education includes the Quartermaster Officer Basic and Advanced Courses; Combined Arms and Services Staff School; Command and General Staff Course, Army War College; and Army Senior Leader Seminar Course.

Mr. McGinnis holds a bachelor’s degree in education from Florida A&M University and earned a master’s degree in national strategy studies from the Army War College.

His awards include Defense Superior Service Medal, three Legion of Merits, Bronze Star Medal, Defense Meritorious Service Medal, two Meritorious Service Medals, Joint Service Commendation Medal, and the Department of the Navy Superior Civilian Service Award. He was awarded the Distinguished Order of Saint Martin.

Mr. McGinnis is a native of Cleveland, Ohio. He is married and has two children.
